Service for user suggestions and voting?

Greetings!
I'm trying to find such a service:
1) one user (moderator) creates a "section" or "topic" in it
2) inside the topic, each user can make "suggestions" and put pluses to other suggestions. The moderator can demolish some sentences, such as duplicate or obscene ones.
3) free
4) [preferably] the site must be authorized through popular social networks in Russia.
The closest analogue: everyone leaves comments on the post on Habré, plus everyone can upvote someone else's comment.
