How to make a site with an interactive game (like a quiz)?

There was an idea to make a website with a quiz on a certain topic. (Something like Can't Unsee) I've never made websites (well, of course, not including "Hello world" in HTML via notepad).
On what engine is it better to start making such a site? What do you need to study for this (to create a website)?
PS Suddenly it will be important: there is a basic knowledge of C #, Python, at an advanced level of Swift.
