Good afternoon! I solved the problem in this way:
1) In outlook, in the parameters, I went into the search, there are indexing parameters, and then when I clicked on the change button, I had 2 indexing links to the same data file. As far as I understood, there were tails with the previous version of outlook (the icons were slightly different from each other), after which I unchecked one of the versions of outlook, from the old one, judging by the icon. After I closed outlook
2) I looked that the outlook process was not hanging in the processes and then found where the data file was and checked the attributes: "allow indexing the contents of this file in addition to the file properties"
And lo and behold, after opening outlook, the search bar reappeared.
