How to fix Microsoft Exchange connection error?

Yesterday I registered an outlook account on my smartphone, checked it - everything works. When I tried to enter Outlook on a PC, problems unknown to me arose:

Here, after restarting outlook, it asks for an email address and password, although it is 100% correct, but when you click on OK, it opens the same window, and so on endlessly. I press ok, now I see that it is impossible to connect to some server:

This was not the case with mail.ru mail, where to look for the root of the problem?
PS Outlook I have is 10 years old.
