How to copy AD users to contacts?

Good afternoon, a question of the following nature:
1) is it possible, when adding a new user to hell, to make it so that it would be created in contacts?
I have a csv file with contacts (general, 2 organizations)
if I pull contacts from the domain, I get contacts of 1 organization, there are no contacts of 2 organizations, now the general file is imported (contacts of 2 organizations), when adding a new user, I have to duplicate contacts in the branch, automate everything is this thing real?
2) is it possible for the script to implement the following situation - the script compares the contents of the "user" and "contacts" branches and, in case of a difference, copied the missing objects to the contacts?
