When reinstalling Windows XP, the screen began to flicker. Blinking usually starts when you turn on the video player or skype. At first I sinned on the assembly of Windows, but reinstalling to another did not help. It even got worse. Installed video drivers from the manufacturer's website, installed fresh K-Lite codecs. I set the frequency to 70 and 72 (maximum at its highest resolution), reset the CMOS memory. This is not a monitor, because. when connected to a netbook, it does not blink. Probably a video card, but it's embarrassing that during the last reinstallation, the installation of codecs got rid of blinking when playing video, but blinking appeared when making a Skype call. Now after installing another Windows, the blinking became more frequent. I think to put Fedora and see how it will behave with Linux. Has anyone had such an experience?

Try another video card, I had a similar problem when it overheated.
UPD: Demolished the driver completely. Now it doesn’t blink when movies are turned on, but you yourself understand what a detrimental image quality, jumps, etc., when the video driver is not installed.
The problem is most likely with the drivers. I also observed this before on the GF7800 GS - blinking occurred at the time of initialization of the overlay. I don't remember how it was decided. I installed other driver roofing felts, or some checkboxes in rivatuner or a similar program.
it may also be related to the second monitor / TV-out
clean up all the remnants of the drivers and put WHQL
to boot from the LiveCD and check the cause of the failure
got some remission by turning off the overlay: start, run, dxdiag, turn off directdraw.
