The processor frequency sags + - 2 times, what should I do?

Throtling disappears immediately because the maximum temperature of the processor is 72.6 degrees, but it sags even at 60-65. In games, wild drawdowns in FPS begin. Looking forward to your replies, thanks in advance.

ps: Processor i7-2600, cooling 100+ watts.

1. Problem in the software (try to rearrange Windowsb or drivers)
2. Degradation of the CPU die, in this case only the replacement of the processor.

With a high probability - these are power problems, random friezes under load without exceeding the temperature are often exactly what it is.
But here's where exactly, the problem is already - it's easiest with the power supply, it's more difficult if there are problems with the power supply unit on the video card or on the motherboard - you can only identify the sequential replacement of components (power supply unit, motherboard, video card).
