The pipette in Photoshop does not work correctly, what should I do?

Why does a pipette pick up one color and give out a completely different one? I paint with pixels, so maybe it captures neighboring pixels and combines everything into one color? If so, is it possible to somehow adjust the eyedropper to 1 pixel?
