How to export svg with a shape into one svg icon - photoshop?

Hello.
There is an icon - attached to the question 5c9a75fe7102a246042307.png5c9a76252ceeb600480064.png
- lower fold (circles) - these are figures.
- top icon is svg .
But exporting the whole thing into one svg does not work.
Bottom vector, top smeared

The top one, which is smeared, is a bitmap, there is no way to import it into a vector, except to redraw it (I don’t consider the issue of embedding elements). Therefore, in general, no. PS is not very suitable for vector graphics in general, the closest program to it for this is Illustrator. There you can already redraw this icon completely in vector format and export it as a single file.
