The mobile is discharged, why so?

I measured using AIDA64, Ampere, 3C Battery Monitor, mA consumption jumps to -500, -800 and -1500, if you go to the browser with the Internet and scroll through, then 1% goes away in 2-5 minutes. there are strange drops when 1% goes away in a few seconds, and shows mA -1600. I replaced the battery, it got a little better, but not really, all the problems remained with mA surges. there are no third-party applications to discharge something. What could be the reason?
