The laptop, having warmed up to 80, goes into braking mode irrevocably. What is this mode, how to disable or change the settings?

Dell Latitude D620. With the help of ThrettleStop I set the frequency of the processor to the maximum. full activation mode (Chipset Clock Modulation and Clock Modulation). Disabled SpeedStep in bios.
What is the nature of this mode, and if not turned off, it would be wonderful to at least set the time when to exit it and the temperature limit

From overheating, reducing the frequencies and cleaning the cooling system helps.
