Ideally, replace it with a working one. And so - clean, vacuum all the insides. Lubricate the bearing with a drop of lubricant such as silicone or WD-40.
Remove the cover, clean and lubricate the cooler, if it does not help, then look for the same one and replace it.
Cheap option: Disassemble (get to the cooler), Disassemble the cooler (peel off the sticker, remove the retaining ring, separate the 2 parts of the cooler, rinse "clean" with alcohol, lubricate with silicone oil "not mechanical oil will last for a while"), assemble back and spin the laptop
Expensive option: break the laptop (get to the cooler), unscrew the cooler and look at the cooler model on the sticker, and order from ebay or aliexpress, after receiving, replace and screw the laptop.
Simple and effective - find on ebay, for example, a new one for a couple of dollars and change it. If it crackles, you can't do anything to it.
First, watch a video on youtube for replacement, do it yourself? If yes, then you can open it to see. Also clean up. Did not help? Then it remains only to replace.
I had such a problem - it hummed like a tractor - I dismantled the laptop, took out the cooler itself (it's cheaper by 2 times), took it to a service (stall) for repairing phones / laptops, there it was dismantled and lubricated - it works almost like new)
