The Internet is constantly being cut down, I'm tired of turning off / on the network card. How to fix?

My provider is Beeline. I have wired internet. From time to time, my web pages do not open and the Internet stops working. Chrome in this situation writes an error: DNS_PROBE_FINISHED_NO_INTERNET. I found a temporary solution: in the control panel (I have Windows 7) in the network connections section, turn off and then turn on "Local Area Connection" again. But the trouble remained. Is there a solution that will fix this problem, or automate the power off/on of the network?

In the command line with "Administrator" rights:
1. Clear DNS cache - ipconfig /flushdns
2. Reset WinSock. Reinstalling the TCP/IP protocol - netsh winsock reset
The situation is not normal. I would check for viruses.
Or at least a browser like this - AdwCleaner
