The FX 8350 processor does not operate at the base frequency. Where to dig?

Hello, I recently found out that the processor does not give out all the power, but only 70%, today after several stress tests this was confirmed. Where to dig?
Proc - AMD FX-8350
Mother - Gigabyte GA-78LMT-USB3 v5
I already measured the PSU with a multimeter, everything is fine, I flashed the BIOS, it doesn't help, I turned off AMD APM master mode and AMD C6 Support, it doesn't help either, I don't know anymore where the dog is buried, what to do? The processor works at 69% of its capacity, or maybe less, is unknown.
