Why a Poor Score in 3D Mark Fire Strike Combined TEst?

In general, the essence of the issue. We have 2 computers. 1) An aging mother for socket AM3, percent Phenom 4 cores 900 of some kind, 4GB of RAM 1333MHz + PSU 650 Watts, vidyuha P9 280X. 2) Mother Asus Sabertooth 990. AMD 8350. 1866mhz 8gb, R9 280X. I launch 3D Mark, the first and second computers gain approximately the same video scores around 8000. In physics, the first computer is 4900, the second is 7800, but in the last test the second computer loses to the first, if the first computer has a stable 13-15 fps, then the second one is higher 10 doesn't even rise, what's the problem?

If you are sure that this is a low result for this system, then:
1) Maybe some software slows down - antivirus or something else - turn it off.
2) Check the benchmarks separately for the main performance components memory, processor, disk.
3) Try to disable virtualization functions (iommu, vt), ht, power saving modes and so on. Only in turn - if there is no improvement, turn it back on, if there is - turn it off.
