The format of the bootable USB flash drive is UDF, no other is created. What to do?
I used the built-in usb recording program from Linux Mint. I write Windows 7. But the flash drive eventually gets the UDF format. And it is impossible to install from such a Windows format.

If the BIOS supports UEFI boot, then it is enough to format the first partition on the flash drive by any means (in fact, it depends on the BIOS, they can rescan them all) to fat32 and manually copy the contents of the iso disk (opened by any archiver or by mounting it using loop) while maintaining the directory structure .
