The Fn key is enabled by default and cannot be disabled through the BIOS. How to solve the problem?

Asus d509dj laptop
Windows 10 pro

In Ubuntu, the key works as specified in the BIOS (that is, the F1-F12 block works by default, not the function keys) (as I indicated in the BIOS)
In Windows, everything works by itself (does not pay attention to the BIOS) and the function keys work by default (the F1-F12 keys only work if you hold down FN). In the BIOS, I tried to turn the FN work item on and off, as a result, only Ubuntu reacted to the changes, but Windows did not.

How to make the key work correctly?

Perhaps you need to download the driver for the keyboard from the laptop manufacturer's website and then everything will work, if not, then xs.
