How to make one key sticky?

Good day to all! It is necessary to somehow make it so that one key is always "pressed", and when you directly press it, it is "released" (that is, it works the other way around).

You also need to make sure that after pressing one key, after a certain time, another key is pressed independently.

I don’t know with what software and how it can be implemented, that’s why I turned here.
