Ubuntu 16, why don't hotkeys work?

Combinations starting with ctrl stopped working on ubuntu 16.
ctrl+c
ctrl+v
ctrl+s
ctrl+a
ctrl+alt+t
I changed the layout to another language, the problem is not in it.
all keys on the keyboard work.
I work in sublime text, when you press the combination and hold, the cursor goes out as usual. reappears when released, but nothing else happens. But the cant is not in sublime, the combinations do not work everywhere
