The cooler on the video card works after being turned on for a couple of seconds and stops working even under load. What can help?

I recently noticed that the cooler on the vidyuhi (geforce gtx 650ti) stopped turning on when the temperature rose.
The utilities downloaded after that (I didn’t play with any settings, everything is in stock) show the heating of the card, but the cooler does not start, although Afterburner shows the speed.
When you turn on the computer, the cooler starts up for two seconds.
What I tried to do:
1. I moved the card to another computer, the behavior is similar.
2. I installed more ancient drivers.
3. Removed and inserted the wire from the cooler directly on the video card.

From the above actions, I concluded (possibly erroneously) that everything should be fine with regard to the hardware, since the temperature sensor correctly shows the temperature in Afterburner, and the cooler starts when the computer starts.

Please help with advice.

I had this when I connected a less powerful power supply to the laptop. The computer did not have enough power for the video card to work and it did not turn on.

a little wrong. It's kind of like JS, so you need to use the script tag
