In games, the fps gradually began to fall within 10 minutes, from 90 to 20. When parsing the PC, the video card was hot. Later, after cleaning the PC, it was noticed that the cooler was not spinning. I nudged it with my finger and it worked. But when I restart the PC, the cooler does not always start spinning. Today he tried but failed.

You can replace it, but it's easy to fix. It's just dried grease. Therefore, remove the fan from the radiator, from the electronics side you find a hole in which the end of the impeller axis is visible (the hole can be closed with a cap and sealed with a sticker), and drip a few drops of liquid engine oil ("spindle") into it. Replace the cover and sticker (if any). After that, it's a good idea to run under power, turning the cooler in different directions so that the oil spreads along the entire axis.
After 2 ... 3 years, when it starts to slow down or creak again, repeat the procedure.
