I cut down the video card all the rules, I cut everything again. Is it Windows or the built-in video has flown? The driver reinstalled did not help

Boot from any LiveCD and see if the problem persists means a hardware problem, if not then a software problem.
For the second case, I recommend demolishing everything that may be related to video drivers and the image in general, download the latest drivers for the motherboard and video card and install again.
