The computer does not turn off in windows 10, what to do?

Delivered "next to" Windows 10 yesterday Linux Manjaro KDE Plasma. Windows is not official and after that the computer did not turn off. I press "off", the screen darkens, and then "Welcome" appears. And if you turn off the computer with Linux, then everything turns off normally. How to be?

It would be nice to show what this screen looks like Welcome.
In general, you can always try to turn off cmd from the command line. If it works, then some settings have gone wrong.
You can turn off your computer in windows like this:
shutdown -s
