The best method to learn English?

What is the best and fastest method for learning English in my case?
1) At a minimum, I want to read IT books freely, articles almost like in Russian, and it is very important to ask/answer questions on stackoverflow in a grammatically correct way so that the reader does not experience cringe.
2) As a maximum, completely switch to English. Conduct a dialogue in English in the format of correspondence without great difficulties. I don't need to listen or speak.
Now I have a pre intermediate level. I can read books/articles without a translator, but I understand a lot from the context. I don't get much information.
With stackoverflow it's much more difficult. They build very long catchy sentences and use rare words.
Answering questions is even more difficult. I suffered for an hour to compose grammatically correct 10 sentences and did not send, because I understood how many mistakes there were.
Roughly speaking, I want to jump from pre to upper or advanced.
Willing to spend a month on this. I am very motivated, so I will teach 15+ hours a day.
Of course, if I feel that the chosen method of study is useful and by studying at this pace for a month, I will get a huge result. And here I have a problem, there are a lot of different methods for learning English and it is very difficult to choose the right one for me, so I ask for advice.
There is a method to learn English as a native language. Do not translate anything, just maximum immersion. Do not use Russian, listen a lot, read a lot, then try to build sentences. Do not learn words and grammar at all, everything should come by itself. It is hard to believe that it works, and even more so, it will be possible to meet within a month.
There is a method in which words must be learned, but cannot be translated. Read only definitions of words in English. The method is bad for me, because words are defined with very complex words and examples, and pictures only work for nouns with which there are no problems.
Learn only words, and try to understand grammar simply from reading.
Or vice versa, how to teach grammar in schools, memorize words, translate a lot.
Take the top 5000 words and teach them. Or write down the words that come up and then learn them.
I don't like these methods, they are very boring and almost useless. Words are quickly forgotten.
You can not isolate the process of learning English at all, but simply google, write, read in English. The downside is that you can’t manage with such an approach in a month, and when you try to solve some problem in English, you solve the problem, and you don’t learn English. Words are not remembered at all if translated, and unimportant ones that you don’t know are simply skipped.
These are all the methods that I know, mb there are more.

grammar with the help of Duolingo.
