Task scheduler for a loaded service?

Hello.
We need a third-party service, such as Amazon SQS or RabbitMQ, which would allow events to be added to the queue, but which would not be removed from the queue before a given time.
Every minute will be performed from 100 rear according to the schedule and above. Moreover, the accuracy of execution up to + - a couple of seconds is critical, so cron-based solutions are not very suitable. I would like a third-party service to offload the main server. But if there are no such services, then what options are possible specifically for the server?
