Table in Google automatic ranking, is it possible?

Good time everyone.
There is such a table - https://docs.google.com/spreadsheets/d/1-4M2iZXQwG...
In which the teams and their rating are indicated, is it possible to make it so that when updating the team rating, a line with the team name and its rating automatically occupied the desired position by numbering Position in the overall rating .
If yes, please show how to do it, or if there are other services or opportunities to create a rating of teams in which, by driving in a rating, a team will automatically occupy the correct place in the position, I will be grateful if you help.
Immediately I ask you not to offer to create a site with such a function for money, we are just a start-up organization and while there is no possibility, we use open-source services :)

Examples of ways to sort:

  1. Manual sorting by column.
    — Automatic sorting: not possible.
    — Ease of development: 5/5.
    - Ease of use: 3/5.

    - Ease of use: 4/5.
