System scroll doesn't work in IE on PC, but works in GitHub demo. What is the reason?

I found a cross-browser scroll on GitHub.

In the demo, everything is as it should be in all browsers. I download it to my computer, it doesn’t work in IE, although I don’t change anything.

What could be the reason?

I guess. If you open the page not through a local HTTP server, but simply as a file (the link starts with file:///C:/...), then in this case IE blocks the page's javascript scripts for security reasons. Previously, this was regulated by confirming the request when opening the page, as I don’t know now.
