System block configuration for graphic editors?

Your circumstances are completely different.
The lightest in terms of performance is coreldraw.
The rest, depending on the settings, will either take a long time to load or slow down.
For all programs except 3DMax, you need the most powerful processor and the power of video cards.
3Dmax is generally not worth considering with your budget, even just for shell work. Well, rendering in general would have been going on for years on such a system unit. For 3dmax, you need a computer of the so-called Workstation class .
So take a system unit with an emphasis on the power of the processor.

For 25k, nothing will pull, on the strength of a photoshop with a minimum load and a code.
A normal machine to work with all this will cost you at least 60k.
And so I advise you to start with 8GB of RAM, ssd 240/120 + i5 3GHz. After that, buy a video card. Not top, but at least 1060/1070
