I need the user to fill out a form with a file attachment (mp4), after completion, that the video be published on the page below, approximately like Vkontakte, on the same trailer (uploaded and immediately appeared) If there is any plugin or solution to this problem?

If I understand correctly, then you need a plugin for wordpress. I haven't seen a perfect solution. You can install 2 separate plugins (video uploader and video player). Which ones I will not recommend, because there are many of them, it is better to look for yourself.
But keep in mind that each video upload increases the load on the server. Incoming-outgoing traffic is usually limited in speed.
The most reliable is embedding videos from youtube on the site. But I did not see any automatic download plugins for it.
