Sugarcrm and ip telephony without gateways and soft background. Is it possible to?

Actually a question on a subject.
The current integrator offers a bundle using a soft background, which is tied to a local piece of hardware. This is not entirely suitable for us, because several people can work on one computer during the day. And additionally attaching an entrance / exit to the software to them is not very convenient for employees and management.
Is there a solution when a conditional soft background is embedded in SugarCRM and telephony can be fully used "from the browser" from any piece of hardware that has a browser and is connected to the Internet?
