Where to keep track of the cold base in CRM?

Question for those in sales. Do I have a pool of contacts that could be potential clients and we plan to contact them. Where to enter information on them? This doesn't look like a lead, because these contacts can only hypothetically be interested in our services and I don't want to litter the main database with contacts who have not shown any interest in the services of the organization. At the same time, it is important for me to see the response statistics for this database, who answers, which calls work best.
For such requests, do they create a separate database or do they put everything in the general pool of contacts / leads?

I came across the following solution to this question. Such potential customers are called "Potential". They are maintained as a separate entity, which, if necessary, can be converted (within the accounting system) into a client.
