Everything seems to be fine, the temperature does not rise, all things ... But I have the Core Temp utility installed on the wheelbarrow, which helps to monitor the temperature and frequency during rendering, debugging, etc.
Having started the computer after cleaning, I suddenly discovered the news that from 39 ° the temperature rises to 40-47 ° and drops sharply, turning back to its previous value.
Having disabled all unnecessary programs in autorun in advance, restarting the wheelbarrow, I decided to look at the chronology in the Task Manager, which showed sharp jumps in the processor load ...

Most likely, this is a virus that, when the manager and other programs for viewing running processes on a PC are launched, immediately closes, and then starts.
In safe mode, you can delete it with due skill.
But we are talking about Windows, you can always reinstall it :)
Which is what I advise you to do, by the way, I do not advise you to leave any executable files from the old system - because the virus could infect it, or some of your programs are a virus.
And immediately after reinstalling, make a backup when you download all the necessary software and understand that everything works well.

Windows 10 runs a bunch of idle background maintenance tasks. The same is true for software - updates and so on, maybe malicious software.
Monitor the load, see what processes.
