Subdomain or folder for cities?

Good afternoon. Tell me, for a site (bulletin board) how best to implement: each city as a separate subdomain or folder on the site? On the Internet they write that subdomains are better. Why then do bigwigs (avito, farpost) of the city have these just separate folders?

As someone who has a network of bulletin boards, I have considered this question so many times.
First we had subdomains. It is worth considering that in this case, the search engine considers them separate sites, with all the consequences. That is, there were both pluses (TIC, many backs) and minuses (pessimization for duplicate content, several subdomains are shown in the search for one user, etc.).
It is convenient that you can assign a region to each subdomain in Yandex.
For Yandex, subdomains were more useful. Google didn't like it.
Those. you need to be aware that these will be completely separate sites that need to be dealt with, otherwise there will only be harm.
For example: - some subdomains are empty because the region is small for example
- counters, advertising, authorization, ssl - all this needs to be configured in a special way
My advice - it makes sense to do subdomains only for large cities / regions.
It is highly desirable to provide them with unique information (city news, etc.) to avoid gluing.
