Strangeness when changing timezone in php in .htaccess?

There is an old hosting. It defaults to Moscow time. I need to put another zone, Yekaterinburg. I specify this zone in .htaccess and the time difference becomes 4 hours, it should be 2.
PHP version 5.4.
What could be the problem?
