Strange things with the network on a laptop, how to fix it?

began to notice the following problems with the network on my laptop - frequent shutdowns and an unidentified network. To do this, just don’t beat with sticks (I don’t have access to the router over the network), I “plug” the ethernet cable into another laptop, having previously disconnected the one that leads to the switch from the router port (not the one that comes from the outlet). After that, on the first laptop, which should have a permanent network, it appears. It happens once a week, happens more often and less often.
The main question is why there can be such problems, why does the laptop not get normal network access until you physically, with the handles, “replug” the cable?

Some information: a laptop (with Windows 10 Pro) that is connected is constantly powered directly by an ethernet cable from a network socket, the socket is connected via a cable from the switch, a router is connected to the switch via an ethernet cable (if necessary by alcatel), and he, in turn, receives data via fiber optics (he receives a static IP address). I can’t provide router settings, I wrote about this earlier that there is no access ...
Ps I understand that these may be problems with Windows 10, but this is no longer normal behavior ... I can’t replace the router either.

If the rest of the machines on the network receive ip via dhcp, then it is logical that a collision occurs, the same addresses and both machines lose the network, plug the cable and issue a new address, until the next collision
