Some sites do not open, what could be the problem?

I have a unique case here. Some sites won't open. For example, a government services website. Windows 10 system. Distribution is from the phone via hotspot. It works on the phone both through the application and through the web without problems. The problem is on the computer.
- The host file is completely clean
- I tried to open it through different browsers: Chrome, Firefox. The browser is clean, without any extensions.
- Turned off the Windows firewall in case any ip is blocked
- Can't open via VPN either

The problem was in the GoodbyeDPI service. In the settings, it was indicated to bypass only for blocked domains, but for some reason, because of it, the site of public services and some others did not work
