Skype. Why is the user not added to the group chat?

Has anyone encountered the problem of adding users to a group chat, and if so, how did you manage to overcome it?
There are already 3 people in the chat, but if I try to add other people it gives 2 messages
+ User_1 added User_2 to this chat
- User_2 left
Naturally User_2 did nothing to leave.
Could this be due to some user settings or skype restrictions?
