Site development order?

Hello! Need advice.
1. When looking for a website developer, is it better to look for a web studio or should you pay attention to a freelancer?
2. Is it better to give preference to the one who developed the site (if he has such services) or to find a specialized specialist / studio specializing in SEO, marketing, cmm?
PS The site is not big with a commercial fit.

1. See for yourself, the pros and cons.
+ : In the studio, specialists do their own thing and everyone knows how to do what he needs. And usually does it well. The designer draws, the coder typesets, the programmer programs.
- : The price of the project in the studio is several times more expensive than that of a single artist. The cost of the site includes the salary of employees, studio rent, utility bills and other expenses.
+ : A freelancer takes less than a studio, that's for sure, and it's easier to control a freelancer, unless of course you sign a formal contract for work.
- : No freelancer will do what a studio can do. No matter how smart a specialist is, fire cannot do all the work (design, layout, programming, copywriting) perfectly. Somewhere necessarily will "marriage."
Bottom line: You need to look for more than just one artist, not how many. Ideally, if you find a ready-made team of freelancers, this happens. Or just find a Project Manager, he will find a team and supervise the work. This type of work is very common in recent times.
2. Promotion definitely needs to be given NOT to the performer on the site. If this is a studio, you need to look carefully at the quality of their promotion. But I would rather contact a company that does not create websites, but works specifically with promotion. There are always higher numbers. The same goes for if you decide to look for an individual artist. If he makes websites, then he cannot promote them with high quality. Looking for an SEO optimizer.

1. Studio studios are different, there are those who do nothing themselves. Therefore, it is unambiguous to choose from freelancers.
2. The promotion must contain specific steps (milestone) and the procedure for monitoring their implementation. Narrow specialization is desirable - SEO, SMM.

About a freelancer who won't do everything - nonsense. The question is how much time is available for the project. I am a freelancer and have done some very complex projects... it just took up to 3-4 months, but the result is worthy of any studio.
You just need to find a worthy performer, and not look for benefits in finances and speed.
The studio is good, but when ordering a project, you also pay for the maintenance of the office, a cleaning lady and a coffee machine.
ps: Do not work with students!

If your budget allows, hire a quality freelancer.
Yes, yes, a quality freelancer costs much more than a studio.
I'll tell you about the situation in St. Petersburg. A lot of customers come to me with the problem "I paid the studio 100 thousand, they promised to make a website in a week, there was no website for half a year, the court lost", a small part of them become my clients, those who were not embarrassed "our team will make your website according to the current wishes for 4 months, it will cost you 700 thousand, any changes in the TOR are discussed separately and, as a rule, increase the time and cost.

Studios are different. My studio works with a team of freelancers that I choose depending on the project and budget. It turns out not a studio in the classical sense, and not a single freelancer. Solid pluses) And this does not interfere with working under a contract and personally meeting with clients.
