Should the requirements specification include a description of specific solutions?

Should the product requirements specification describe specific solutions? information about how the system performs a particular action?
I read about the opinion that you should not confuse "requirement" and "decision". How do you implement this practice in the company? Does the analyst describe the requirement and solution?

1. In different companies in different ways, somewhere they separate business analysis from system analysis, i.e. there are 2 people: 1 -BA and 1 -CA. And somewhere, an example of 1 person, he is both BA and SA at the same time, which means he writes like BT and ST.

I have never seen such a detailed description. Usually these are requirements for software, hardware, etc. There may be a description of the software architecture. Why are you asking such a question? who asked you for it? Are you working for an internal customer or for an external one?
