Is it possible to shift working hours in a programmer's employment contract?

Hello collective mind!
I suddenly faced an insurmountable problem for myself - after more than 3 years of working in a large state-owned company as a programmer, I am obliged to come instead of a convenient and logical 12-00 according to a very cruel statutory schedule: by 9-00 with the possibility of transferring 30 minutes to any side. Formally, in the collective agreement there is a phrase that refers to the internal routine (or something like that) with the possibility of shifting by an hour (I note that officially it is proposed to shift for 30 minutes). But this decision is nothing.
It is clear that the contract is written for everyone: for the cleaner, accountant, programmer and head of the canteen. But if the cleaner has a work schedule, the head of the dining room has meetings with colleagues, then programmers, as you know, don’t give a damn about the time of work. Plus profession, so to speak.
So the question has matured: how does the habra community, working in large (and, therefore, clumsy) state-owned companies, solve the problem of shifting the work schedule? Any extra. an agreement, an individual schedule, just a conversation with the highest authorities? Is success possible?
I know about other jobs, freelancing, and so on. Interested in the above questions.

It's disrespectful to step over the staffing table and the collective agreement, the "Holy of Holies" of any Federal State Unitary Enterprise and Research Institute, and so on.
