How to set tasks for programmers?
I recently got a job as an Internet project manager, this area is new to me (I used to work as an Internet marketer). Faced the following problem, which I will try to describe in as much detail as possible below.
I have before my eyes the layout of the site that has not yet been laid out, while the layout designer is doing his job, I need to write tasks for programmers. The problem is that I do not understand what elements on the site require writing code, and how to formulate the task correctly.
Now I am guided by the logic that if the element is interactive, then it requires coding. And how to identify non-interactive elements on the site that require the intervention of a programmer?
PS It is clear that if I knew at least the basics of programming, then I would not have such questions, but how can I solve the problem online until I improve my knowledge in this area.

Are you an analyst manager? You have to analyze the subject area and transfer this data to a specialist who will already write a technical specification with all the necessary requirements and use cases for developers. Which you will double-check.
You will only have to communicate directly with programmers in in the case when something is not clear to him in the scope of the task.

2. approach the programmers with the layout and functional requirements, and discuss with the guys how best, in their opinion, to implement this or that functionality. The site must fulfill some role, there is interactive.
2.a. During the discussion, try to single out "pieces" of independent parts and discuss the possibility of using ready-made pieces of code.
3. if at stage two programmers say that everything needs to be written from scratch, that the task is unique and the process will take six months or a year, fire the programmers, these are undereducated students. You should hear keywords from them (Yii, codeigniter, "rails" or similar). By the way, if you hear "Bitrix" - you can also change,

Do you have a team lead? Senior programmer?
The tasks of a project manager do not include the design of a software product, it does not include the distribution of tasks to specific programmers. Without knowing the technology stack, you simply cannot design the product correctly.
Appoint the most competent and experienced techie as a team lead (maybe somewhat conditionally), set your tasks to him, and let him translate them into specific tasks for the team.
