Should I write a WebView application?

I know a little PHP and JS + C#, I don't know OOP. I don’t know java, and honestly, I don’t want to learn this language, of course I will have to in the future, but not now, but there is a great desire to write applications for android. If writing a WebView application, will the user feel like they have a non-native application, and how much slower will it be than the native one? Does the end justify the means? And can you please give examples of webview applications available in the market, because I could not find something.

Learn Java.
There is only one forgiveness for you - this is when you need to develop something very quickly and economically, then you can try again through some PhoneGap, etc. crutches.

All the same, it depends on the tasks and the budget.
Naturally, the native is better / faster / eats less memory and processor. Yes, and in WebView, not everything can be implemented, it is still a budget option, but in most cases it will still be better than nothing.
If would describe the task that to you would be more specific prompted.
If there is no desire to learn Java, start with WebView.

The average user is unlikely to understand what a WebView application is if it is done well. Although, perhaps, the brakes and glitches will still be noticeable.

Знаете C# и не владеете ООП?? Учите Java, после C# она пойдет намного веселее и не занимайтесь извращениями... Плюс ООП подучите...
