Is it possible to write an application to capture video on Smart TV?

Does anyone have experience in developing applications for Smart TV (I'm specifically interested in panasonic, but in principle it doesn't matter), is it even possible to create an application for capturing video from the screen and displaying it outside?

I foresee a memory problem, a 100 GB raw video can weigh. And put on an external media - the speed is small.
