How to share data between an Android application (on a tablet) and a PC via a USB connection?

There is a task:
to organize devices (tablets) at the places where insurance agents are located, on which the client, while waiting for insurance, will be able to take a survey, or watch promotional videos, presentations. All survey data must go to the storage, which must be located on a nearby computer with MS Windows.
Conditions:

  • no internet access, no WiFi
  • tablet connects to PC via USB cable
  • Android OS installed on the tablet
  • information for questionnaires (questions), promotional materials should be taken directly from a PC
  • 1C (7.7, 8) is installed on the PC, you need the data to end up in its database

How can this be organized?
Perhaps there are solutions?

The easiest option would be to exchange data via ADB.
