How to create an android app with popup lists?

I really need an application for android, in fact - very simple .. but I did not find anything similar on the market. And the teapot.
The bottom line is that at work every day I fill out a kind of report on the work done. (ps I work as an electrician). need to describe every hour. For example: point 1. Replacing the fuse in the "fdftp" device (conditionally). Item 2: Replacing the light bulb in room number 100500. etc.
So, recently, all data has been encrypted - i.e. each device, building, etc. was assigned a code and now they must write not in words but in codes. Now it looks like this: Item 1: R26 / DT03 (where R26 is the "fdftp" device from the first example, and DT03 is the encrypted type of work, i.e. equipment repair. Item 2: K15 / DT04(K15, respectively, building "100500" and DT04 - building maintenance.)
And finally, I would like to have such an application where I select a specific device / equipment / building in a pop-up list, and then select the type of work in another list - repair / maintenance / conservation and the application gives me the finished code as in the examples earlier (K15 / DT04).
ps/ There are at least 300 pieces of equipment in these lists ... types of work there are a list of less than 20 items.
