Should I consider Internet Explorer when creating a site?

Every day the world develops, but that's only without Internet Explorer'a. New web development features are being added, but IE just doesn't support them.
And here's the question:
Is Internet Explorer taken into account when creating sites?

Depends on the client site. If there is a clause in the TOR about cross-browser compatibility, then IE will have to be taken into account.

Should. Surprisingly, many people still use IE as a second secondary browser. I had several times when clients suddenly complained that some function did not work on IE, I had to figure it out and fix it. At the same time, interestingly, these people mostly use chrome or firefox, but occasionally access sites through IE - simply because they don't care which browser to access through. If they suddenly open one browser for a long time, they click on the second, then the third, until it works. You go to their desktop through TeamViewer and not only are all browsers open at once, but there are also a lot of tabs.

If you make a site to order, then discuss with the customer. If this is your project, then you need to determine the audience and what browsers it uses, write under these

IE is long gone, instead Edge, the latest version of which was made on Chromium.
In my opinion, the answer is obvious - you don't need to support IE, but to make a decision, you need to know the proportion of users of IE in your audience and draw conclusions based on this.
