Should I carry WP with plugins and other things from project to project?

I have collected several plugins for myself for regular use. And set up the theme with the right files and features and stuff. So I want to understand it will be more correct to carry with me not only the customized theme, but also WP itself (All folders and files). There are already installed plugins, I just have to activate them after installing WP and creating a new database. Do I collect garbage in folders? I have plugins that clean and delete plugins normally, WP itself and plugins can be updated from the admin panel, so I think it makes no sense to download every time.
Has anyone done this, what do you think?

If you make, for example, sites on one topic (shops or landing pages or blogs), if there is no inconsistency .... or there is a folder for each topic.

Visually or actually (files + DB)? Have you checked?
I advise for each new project - to roll from scratch.
Then - it will be correct, clean and correct.
It is possible to store a pre-configured installer for different site types, but this is my least recommended option.
