Should h1-h2 tags be used only in articles?

Hello! I can't figure out where to use the h1-h6 tags? Block names, design elements OR only in articles? With h1, everything is clear, but with the rest...
On the Internet, many opinions differ, some write one thing, others write the other. so where is the truth?

As far as I know, it is better to apply only in the article. And then not all types of headers are used.
Usually the title of the article is h1
A short text about what the article is about
Then h2
Well, in rare cases, h3 after h2.
Something like this structure:
