Setting up a transport rule in exchange 2016?

manager4's mailbox will quickly swell up, and it makes sense to keep several copies of the same message - correspondence can be long and voluminous...
As an option:
make a common mailbox for the sales department so that all sales correspondence goes through it. Give a group of managers Full Access (or Read Only) and Send As rights to this box, and connect this shared box to the boss.
