Setting up a reply to a message: why are the attachments of the original letter not being added?

Good afternoon.

When replying to an email in Thunderbird, the attacks of the original message are not inserted into the email. Text only.
When sending - everything is ok. The entire letter is sent with all attachments.
I couldn't find anything in the settings to turn it on.
